16 CFR § 255.5 – Disclosure of Material Connections

For nearly a year, The Human Line Project, Inc and it’s director, Etienne Brisson and employee, Allan Brooks, have specifically targeted traumatized individuals who feel they have nowhere else to turn and cultivated their trust in order to profit off them, without transparency or disclosure.

They represent The Human Line Project as a not for profit, volunteer grassroots peer to peer support group for people who have suffered from “AI psychosis” or “AI delusions.” However, they do not disclose the true for profit nature of the business as a sophisticated litigation financing vehicle built to raise money from investors and fund lawsuits based on plaintiffs recruited from their “support group.”

In the US, the Federal Trade Commission fines companies for deceptive marketing practices:

16 CFR 255.1(c); advertisers are subject to liability for failing to disclose material connections between themselves and their endorsers; and endorsers also may be liable for statements made in the course of their endorsements,

In plain English, that means when someone gets a financial benefit from endorsing your company, you must disclose it. It is illegal to lure and monetize vulnerable people into your recruiting pipeline while failing to disclose your profit motive. That is called exploitation.

The Human Line Project can be fined for each time they falsely identified themselves as solely a non-profit.

Fines are PER VIOLATION and can reach up to $53,088 each. Here is just a sample of some of the print media that appeared between Aug 7 and Nov 27, 2025 (the day they actually filed their non profit paperwork) all of which failed to disclose the for profit nature of their work.

Brooks: What the human line project is, is a support group. It’s a safety net and we have weekly meetings, We have different various different weekly meetings. We have ongoing discussions.

That is 15 different violations and still only a small sample of their various misrepresentations to the public.

Canada also has laws regarding deceptive marketing. It would be interesting to investigate what other countries may also have similar laws that The Human Line Project may be subject to.
